बिलासपुर। छत्तीसगढ़ आयुर्विज्ञान संस्थान (CIMS) की बदहाली और अव्यवस्था को लेकर हाईकोर्ट में दशहरा पर्व पर छुट्टी के दिन भी सुनवाई हुई। चीफ जस्टिस की डिवीजन बेंच ने कलेक्टर की रिपोर्ट और तस्वीरों को देखकर नाराजगी जताई। अधीक्षक डॉ. नीरज शेंडे को भी हटा दिया गया है।
कोर्ट ने सिम्स में स्वास्थ्य व्यवस्था का हाल जानने के लिए तीन वकील सूर्या कवलकर डांगी, संघर्ष पांडेय और अपूर्वा त्रिपाठी को कोर्ट कमिश्नर नियुक्त किया है। उन्हें स्वास्थ्य संचालक पी दयानंद के साथ 26 और 27 अक्टूबर को सिम्स का निरीक्षण कर हाईकोर्ट में रिपोर्ट प्रस्तुत करने के लिए कहा है। केस की सुनवाई एक नवंबर को होगी।
दरअसल, सिम्स की बदहाली को लेकर समाचार पत्रों में लगातार खबरें प्रकाशित हो रही है। जिसे स्वत: संज्ञान में लेकर हाईकोर्ट ने जनहित याचिका के रूप में स्वीकार किया है। चीफ जस्टिस रमेश कुमार सिन्हा और जस्टिस रविंद्र अग्रवाल की डिवीजन बेंच ने पहले स्वास्थ्य सचिव, कलेक्टर और कमिश्नर बिलासपुर समेत अन्य जवाबदार अफसरों से जवाब तलब किया। वीडियो कांफ्रेंसिंग के माध्यम से कोर्ट ने यह सुनवाई की।
–कलेक्टर ने सिम्स का किया निरीक्षण
हाईकोर्ट की सख्ती के बाद कलेक्टर अवनीश शरण ने सिम्स का निरीक्षण किया। मरीजों से उनकी समस्याओं को जाना और व्यवस्थाओं का जायजा लिया। सिम्स के अफसरों को निर्देश भी दिए। आनन-फानन में सिम्स में रविवार को डॉक्टरों की ड्यूटी चार्ट जरूर लगाई गई। लेकिन अब तक कॉरिडोर से कचरा नहीं हटाया गया है। जिसे सिम्स प्रबंधन की लापरवाही के रूप में देखा गया।
कलेक्टर के बाद दूसरे दिन एसडीएम को भी भेजा गया। लेकिन साफ-सफाई नहीं की गई। सिम्स में सादे पानी से पोंछा लगाया जा रहा था। जगह-जगह गुटखा के दाग थे। सोमवार को सुबह से ही पूरा अमला सफाई करने के लिए जुटा। हर वार्ड के कोने-कोने की सफाई की गई। जिसकी वीडियो और फोटोग्राफी भी कराई गई। जिसे मंगलवार को हाईकोर्ट में प्रस्तुत किया गया। जिसे देखकर चीफ जस्टिस ने नाराजगी जताई। उन्होंने कहा कि दो दिन में दिखाने के लिए यह सब व्यवस्था की गई है। जबकि जमीनी हालात कुछ और हैं।
अधीक्षक नीरज को हटाया, सुजीत को मिली जिम्मेदारी
सिम्स हॉस्पिटल में अव्यवस्था और हाईकोर्ट की नाराजगी के बाद अधीक्षक डॉ. नीरज शेंडे को हटा दिया गया है। उनके स्थान पर मनोरोज विशेषज्ञ डॉ. सुजीत नायक को अधीक्षक की जिम्मेदारी दी गई है। नायक ने तत्काल चार्ज भी ले लिया है।
वहीं इस मामले को लेकर भाजपा के वरिष्ठ नेता व पूर्व स्वास्थ्य मंत्री अजय चंद्राकर ने आरोप लगाया है कि छत्तीसगढ़ में केवल सिम्स की हालत ऐसी नही है। बाकी सभी अस्पतालों की हालत सिम्स जैसे हो गयी है। पिछले पांच सालों में कांग्रेस ने स्वास्थ्य सुविधाओं को लेकर कोई कार्य नही किया है। न ही स्वास्थ्य सुविधाओं में वृद्धि हुई है न ही किसी प्रकार से बदलाव हुआ है।
चंद्राकर ने कहा कि स्वास्थ्य मंत्री बाबा के क्षेत्र में क्या स्थिति है हमने देखा है कि आदिवासियों की मृत्यु इलाज के अभाव में हो रहा है। बीतें पांच वर्षों में कांग्रेस ने एक प्राथमिक स्वास्थ्य केंद्र का निर्माण नही करवाया। असल में प्रदेश में बिगड़ते स्वास्थ्य व्यवस्था के लिए जिम्मेदार कॉंग्रेस सरकार है।
