रायपुर। भारत निर्वाचन आयोग द्वारा नियुक्त विशेष प्रेक्षकों और मुख्य निर्वाचन पदाधिकारी श्रीमती रीना बाबासाहेब कंगाले ने द्वितीय चरण के मतदान के पूर्व रायगढ़ एवं महासमुंद जिले के विधानसभा क्षेत्रों का दौरा कर निर्वाचन संबंधी तैयारियों की समीक्षा की। विशेष सामान्य प्रेक्षक धर्मेन्द्र एस. गंगवार, विशेष पुलिस प्रेक्षक अनिल कुमार शर्मा, विशेष व्यय प्रेक्षक राजेश टूटेजा और मुख्य निर्वाचन पदाधिकारी श्रीमती रीना बाबासाहेब कंगाले ने रायगढ़ एवं महासमुंद जिला मुख्यालयों में बैठक कर निर्वाचन संबंधी तैयारियों की समीक्षा की और अधिकारियों को आवश्यक दिशा-निर्देश दिए। उन्होंने इस दौरान मतदान केन्द्रों का भी दौरा किया और मतदान दिवस पर मतदाताओं के सुविधाजनक मतदान के लिए की गई तैयारियों की जानकारी ली। उन्होंने कानून-व्यवस्था की स्थिति की समीक्षा कर आवश्यक दिशा-निर्देश भी दिए। इस दौरान भारत निर्वाचन आयोग द्वारा नियुक्त संबंधित जिलों के सामान्य प्रेक्षक, पुलिस प्रेक्षक एवं व्यय प्रेक्षक, संबंधित जिलों के कलेक्टर एवं जिला निर्वाचन अधिकारी, पुलिस अधीक्षक एवं स्वीप कार्यक्रम के नोडल अधिकारी भी उपस्थित थे।
विशेष प्रेक्षक धर्मेंद्र एस. गंगवार, राजेश टूटेजा एवं अनिल कुमार शर्मा ने रायगढ़ और महासमुंद जिले में सभी मतदान केन्द्रों में मूलभूत सुविधाओं की उपलब्धता सुनिश्चित करने के निर्देश दिए। उन्होंने कानून-व्यवस्था की स्थिति की जानकारी लेने के साथ ही संवेदनशील मतदान केंद्रों में सुरक्षा के व्यापक इंतजाम करने को कहा। उन्होंने बैठक में सी-विजिल में आदर्श आचरण संहिता के उल्लंघन के मामलों के निराकरण के बारे में भी जानकारी ली। उन्होंने एफएसटी, वीवीटी, एसएसटी, सी-विजिल, एमसीएमसी टीम, कंट्रोल रूम के संबंध में भी जानकारी ली। प्रेक्षकों ने मतदान की समयबद्ध जानकारी प्रदान करने के लिए नियुक्त माइक्रो आब्जर्वरों के कार्यों की भी जानकारी ली। उन्होंने मतदान केन्द्रों के निरीक्षण के दौरान बीएलओ से चर्चा कर मतदान पर्ची के वितरण के बारे में पूछा।
विशेष प्रेक्षकों और मुख्य निर्वाचन पदाधिकारी ने दोनों जिलों में संचालित मतदाता जागरूकता कार्यक्रमों की भी जानकारी ली और शत-प्रतिशत मतदान के लक्ष्य को पूरा करने के लिए पूरी क्षमता से कार्य करने को कहा। उन्होंने रायगढ़ और महासमुंद जिलों में स्वीप गतिविधियों की सराहना करते हुए कहा कि मतदान के लिए जन-जागरूकता ही लोकतंत्र के इस पर्व को सफल बनाएगा। मुख्य निर्वाचन पदाधिकारी श्रीमती रीना बाबासाहेब कंगाले ने मतदाताओं को स्वतंत्र, निर्भीक और निष्पक्ष होकर मतदान करने की अपील की। उन्होंने कहा कि प्रलोभन एवं भय रहित मतदान सुनिश्चित करना ही हमारा लक्ष्य है।
