रायपुर। विधानसभा निर्वाचन 2023 के लिए राज्य में लागू आदर्श आचार संहिता के चलते शराब के अवैध निर्माण, संग्रहण, विक्रय, वितरण एवं परिवहन पर कड़ाई से रोक लगाने के लिए आबकारी विभाग के अधिकारियों-कर्मचारियों की संयुक्त टीम द्वारा जांच-पड़ताल एवं छापामार कार्यवाही का सिलसिला जारी है। आदर्श आचार संहिता के दौरान आबकारी विभाग द्वारा अब तक 33,084 लीटर शराब, 2,07,250 किलो ग्राम महुआ लाहन, 5 किलो गांजा एवं 63 वाहन जब्त किए गए हैं, जिसका बाजार मूल्य 3 करोड़ 11 लाख 83 हजार 223 रूपए है।
विशेष सचिव सह आयुक्त आबकारी महादेव कावरे ने बताया कि द्वितीय चरण के निर्वाचन को देखते हुए आबकारी केन्द्रों को घोषित शुष्क अवधि अनुसार सीलबंद करने एवं शुष्क अवधि में अपने प्रभाव क्षेत्र में सघन गश्त कर मादक पदार्थों के विक्रय के विरूद्ध प्रभावी कार्यवाही के निर्देश दिये गये हैं और सीमावर्ती राज्यों की निकटवर्ती मदिरा दुकानों को भी संबंधित जिलों द्वारा शुष्क अवधि घोषित करने के कार्यवाही की गई है।
गौरतलब है कि विधानसभा निर्वाचन, 2023 के परिप्रेक्ष्य में विशेष सचिव सह आयुक्त आबकारी श्री महादेव कावरे द्वारा 11 नवम्बर एवं 14 नवम्बर को आबकारी विभाग के समस्त उड़नदस्ता टीमों तथा जिला अधिकारियों की वर्चुअल बैठक ली गई। बैठक में आयुक्त आयकारी द्वारा सभी अधिकारियों को अपने-अपने प्रभार क्षेत्र में अवैध मदिरा निर्माण, संग्रहण, विक्रय, वितरण तथा परिवहन संबंधी क्षेत्रों का चिन्हांकन एवं उनके रोकथाम हेतु सघन छापामार कार्यवाही के निर्देश दिये हैं। राज्य के सीमावर्ती क्षेत्रों में भी सघन तलाशी अभियान चलाने, संचालित आबकारी जांच चौकियों प्रभावी जांच एवं सी.सी.टी.व्ही. कैमरों से सतत् निगरानी हेतु निर्देशित किया गया है।
विधानसभा चुनाव को ध्यान में रखते हुये समस्त जांच चौकियों विशेषकर उड़ीसा, झारखण्ड एवं महाराष्ट्र से लगे सीमावती जांच चौकियों विशेषकर – महासमुंद, बस्तर, जशपुर, रायगढ़ एवं अविभाजित राजनांदगांव जिलों में सूक्ष्मता से वाहनों की जांच करने के निर्देश अधिकारियों को दिए गए हैं। उन्होंने अधिकारियों को परिवहनकर्ताओं के गोदामों तथा डिलीवरी बॉय (अमेजान, जोमेटो) के बैगों की भी आकस्मिक जांच के निर्देश भी समस्त अधिकारियों को दिये गए हैं।
आबकारी आयुक्त ने कहा है कि राज्य में ऐसी मदिरा दुकानों में जहां औसत बिक्री से 30 प्रतिशत से अधिक मदिरा की बिक्री बीते एक माह के दौरान हुई है। उनकी सूक्ष्मता से जांच एवं सी.सी.टी.व्ही. के रिकॉर्डिंग की नियमित जांच की जा रही है। बीते तीन दिनों में आबकारी अमले द्वारा 150 से भी अधिक मदिरा दुकानों की जांच की गई है। जांच-पड़ताल की कई मामलों में विभागीय अमले के साथ-साथ अन्य एजेंसियों के भी अधिकारियों को भी शामिल किया गया है।
